Supervisor
Dr. Collins R. Simoneaux,
Director of Facilities and Safety
Current Projects
- Wastewater compliance at Delgado Firefighting
school
- Originally planned project costing $140,000 to get the
discharge into LaDEQ/EPA compliance. Redesigned the
system using volatile organic compound (VOC) air
strippers and oleophilic/hydrophobic fibers in
pre-treatment. The final cost was under $20,000; and has
been in compliance for 8 months straight - for the first
time in the approximate 10 year history of the discharge
permit.
- Fire Alarm Renovations and related Project
Management
- Numerous buildings on the six campuses in metro New
Orleans and the surrounding area had serious fire alarm
deficiencies. Renovations range from fire extinguisher
replacements to sprinkler system installations and
complete fire alarm system replacement. This has been
performed using internal college funds and petitioning
for external state funds, providing cost savings for the
college with extremely expensive projects. A college-wide
monitoring system is to be placed with Campus Police for
24 hour supervision and dual logging capabilities for
various environmental indoor air quality issues. Another
case of getting the most out of an infrastructure system
improvement; pragmatic solutions are a personal priority.
- Hazardous and Non-Hazardous waste
- Delgado College did not have any contract in place for
waste removal. Chemicals were found dating back to World
War II, contracts were drafted by myself, submitted for
bid, and waste removed at a regular basis. The contracts
have provided for environmental compliance in these
areas, with pricing competitive with institutions of a
much larger size. A non-hazardous waste contract, that
was already in place, has been re-bid for a cost savings
of 75% versus previous contract.
- Weapons of Mass Destruction - Nuclear, Biological
and Chemical (NBC) Counter-terrorism Instruction
- With Delgado College and the New Orleans Office of
Emergency Preparedness I hosted the NBC Domestic
Preparedness train-the-trainer courses. Courses included
Responder Operations, Responder Awareness, Incident
Command, Technician - Haz-Mat Course, and Hospital
Provider. I have provided training for New Orleans' EMS
providers and Louisiana National Guard Rapid Deployment
Team. My continuing education has included
"Biological Warfare and Terrorism, The Military and
Public Health Response", "Measure Response to
Chemical Attack, New Orleans", and "Biological
Terrorism Tabletop Exercise, New Orleans".

- Instruction Provided in:
- NBC-Weapons of Mass Destruction to Emergency Medical
Service and Louisiana National Guard
- Coaching the Experienced Driver (Safe Driving Techniques)

(maintenance, housekeeping, buildings & grounds,
police, and campus safety coordinators)
- Americans with Disabilities Act (ADA) Awareness to
Delgado staff
- Fire Watch and Extingusher Training to Charity School of
Nursing

Personal Interests
- Inventions
- I have developed systems for intensive aquaculture, based
on designs from my own fish tank. Utilizing a zeolite
clay (what the Chinese used for thousands of years for
water purification), a binding agent, and a burnout agent
- a ceramic bead was developed for microbial population.
I have enjoyed the development of microbial system,
basically putting "Mother Nature" to work on
problems.
- Ancient Literature
- My college career was full of scientific and engineering
courses, that didn't allow time for literature and arts.
After graduation, I have dedicated myself to the
classics. These include, but by no means are limited to,
Dante, Chaucer, the Bible, Koran, Virgil and Homer - and
I have been trying to improve my Latin and Italian for my
own interpretations of some of the great works.
- Sports and Outdoors
- I have enjoyed tennis for years, and have been getting
back into the game of recent. Fishing has been the
greatest draw to stay in South Louisiana - the only place
where catching two fish (usually speckled trout) at once
is not uncommon. The mental relaxation that occurs on the
bayou's is amazing, and reinvigorating - keeping me
sharp, productive, and keen of mind.
